Vertical Kaplan runner replacement

Runner upgrade for project requiring downstream passage for eel. There is no change to the power output. This project replaces the existing Kaplan unit with a FishSafe™ Kaplan runner, new discharge ring, and runner housing fairings. The project uses the existing generator, and there is no change to the civil works.
